This can be a model question for Kerala Administrative Service Mains Examination. The answer to this KAS mains model question (Q. Among the various factors that contributed to Kerala floods, dam mis management has had a major role to play. Examine) can presented in the following manner.

Introduction

  • Kerala Flood occurred in 2018 & 2019 August was one of the worst havoc in the present century. It can be described as a  combination of natural as well as man-made disaster.

Reasons for floods in Kerala

  1. More than average rainfall received in Kerala.

  1. Kerala is home to 53 large dams with a collective capacity of nearly 7 trillion litres. But for dams to truly tame floods, experts say dam reservoirs need to be relatively empty before the onset of rain.
  2. Also state did not gradually release water from about 30 dams in anticipation of rains.
  3. Interstate river dam management issues like Mullapperiyar dam management issue between the states of Kerala & Tamilnadu.
Way forward
  1. Reservoir operation and management need to be taken more seriously
  2. Implementation of Kasturirangan & Madhav Gadgil committee recommendations
  3. Kerala should set up a State Flood Commission to evolve a comprehensive approach to manage extreme rainfall in the state
  4. Flood control can be effected through an Integrated Dam Management System, which is totally computerised and automated

As you all know, the government of Kerala is planning to infuse young minds to state civil service via Kerala Administrative Service examination. KAS came into effect on 1st January 2018. The exam is supposed to be conducted by Kerala Public Service Commission in the coming months. KAS Officer Examination aims to increase the transparency and efficiency of the bureaucracy by creating opportunities for vibrant young minds to enter its administrative service and thereby creating a boost to the public administration for the government of Kerala. Once introduced, it will become the highest cadre to which a Keralite can be recruited through Kerala PSC. As per the news available, KAS officers will be posted in 29 departments under Govt of Kerala.

Though not much about KAS syllabus is known, predictions about its similarity with that of UPSC examination can’t be ruled out. In addition to the syllabus covered in UPSC examination, KAS Examination (mains) may contain a General Studies paper on Kerala State affairs. This paper may include static Kerala affairs like the renaissance of Kerala, popular movements in Kerala, geographical facts of Kerala, and similar topics. Apart from this, the General paper on state affairs may also include current and relevant events occurring in the state. Topics on current Kerala affairs include Kerala economy, agriculture, art and culture, energy, environment, health, government schemes etc.
