Training & Probation Period for Kerala Administrative Service KAS Junior Time Scale Officers

This article is all about training and probation period for KAS Officer in Kerala (Junior Time Scale). Kerala Administrative Service is going to be the civil service of Government of Kerala. The final rules of KAS Kerala are yet to be framed and the information shared on this page regarding training and the probation period of KAS is based on the latest draft report of Kerala Administrative Service.


As discussed in the earlier articles, the direct recruitment of KAS will be in Junior Time Scale category. Every person appointed in this category after successfully passing KAS examination shall undergo a training for a period of 1 and half years or 18 months or for such duration as may be prescribed by the Government of Kerala from time to time. The pay scale and allowances during the training period will be determined by the Government of Kerala.

The period of training shall count for increment. The training will be partly or fully residential and shall be provided at such institutions and places as Government of Kerala may decide from time to time of which not less than 15 days of training shall be in a premier national Institute specializing in development or planning and not less than 15 days of training shall be in a premier national Institute of management.

The training shall be arranged by the Institute of Management in Thiruvananthapuram in accordance with these rules and in the manner prescribed by Government from time to time.

Probation Period
Every person in the KAS (Junior Time Scale) by direct recruitment or appointed by transfer must undergo the training details as mentioned above will be undergone for a probation period of 2 years on duty and within a continuous period of 3 years. For those KAS categories of KAS officers who are inducted by promotion, the probation period will be for 6 months on duty within a continuous period of 1 year.

KAS officer will be undergone following tests and must go through certain manuals during the probation period. They have to successfully pass all these tests. Among the following tests, a candidate who is having a degree in law shall not be required to pass criminal judicial test.

For satisfactory completion of probation, the following tests have to be completed by a KAS Junior Time Scale officer
  1. The Revenue Test
  2. The Criminal Judicial Test including Indian Penal Code & Criminal Procedure Code
  3. Kerala Secretariat Office Manual (KSOM)
  4. Manual of Office Procedures (MOP)
  5. Proficiency in the Malayalam language
Officers at the Junior Time Scale shall have passed the following tests their promotion
  1. Account Test (Lower)
  2. Miscellaneous Acts (Right to Information Act 2005, Right to Service Act 2012 and such other acts as may be prescribed from time to time).
The government may prescribe tests as it deems fit for any scale in the KAS as a requirement for promotion to the next scale.

This article is all about the details of various categories of KAS officers. The details furnished below is based on the latest draft report of KAS.

Being an aspirant of Kerala Administrative Service KAS, you may have the eagerness to know the details of different categories of KAS officers in Kerala & the basic difference between Junior Time Scale, Senior Time Scale, Selection Grade Scale & Super Time Grade categories. This article will address answers to most of the questions by a KAS aspirant. The info mentioned is based on the latest draft report of KAS and cannot be taken into the final grant as the final rules of KAS are not framed.

What is Junior Time Scale KAS officer category?
Junior Time Scale is one of the categories in which KAS direct recruitment will be carried out. The manner of appointment to this category can be from  3 streams.Stream 1 is by direct recruitment of KAS Junior Time Scale officer by conducting Kerala PSC exam. In the second stream, it can be direct recruitment from permanent employees already working in any Government departments who possess the required qualification in terms of education, age, and medical fitness. The third stream of Junior Time Scale KAS officer is by transfer appointments from candidates holding the 1st Gazetted post in departments in Schedule 1 and equivalent post in common categories who meet the required qualifications. The required qualification needed for all the 3 streams of Junior Time Scale KAS officer is already discussed in another article. However, there is a slight difference in the selection criterion, specifically on marks weightage for the interview in case of Stream 3 of Junior Time Scale KAS officer category. Read more>> 

After final draft of KAS rules, Junior Time Scale KAS officer is the only category for which recruitment will be carried out. The other categories like Senior Time Scale, Selection Grade Scale, and Super Time Grade scale can be achieved only by further promotion and after successful probation period, serving as Junior Time Scale KAS officer. So all the way you can tell after you pass your Kerala Administrative Exam than you are working as a Junior Time Scale KAS officer. 

The upcoming recruitment in this category will be in the ratio 1:1:1 for Junior Time Scale officer Stream 1, Stream 2 and Stream 3 respectively. This means that if the vacancy is for 150 posts, 50 persons will be selected from Stream 1, 50 persons from stream 2 and 50 persons from Stream 3. This proportion may change once the final rules of KAS are framed. The information conveyed here are based on the latest draft report which may prone to changes.


What is Senior Time Scale KAS officer category?
The first promotion for a Junior Time Scale KAS officer is to this category. Senior Time Scale grade is achieved by promotion only after successful probation period and  8 years of service as a KAS officer in Junior Time Scale. 

What is Selection Grade Scale KAS officer category?
This is the third category of KAS officer which also could be acquired by promotion only. To be eligible for this category, the candidate must successfully complete his terms as a Senior Time Scale KAS officer. A Senior Time Scale officer will take at least 6 years to be posted in Selection Grade Scale. It is obvious from this date that Junior Time Scale officer will take minimum 14 years to be posted in Selection Grade Scale.

What is Super Time Scale KAS officer category?
Super Time Scale is the highest category that a KAS officer can be promoted to. Super Time Scale category can be achieved by the promotion after satisfactorily completing the probation period in the post of Selection Grade Scale KAS officer and must have completed 8 years of service. So Junior Time Scale officer will take minimum 22 years to be posted in Super Time Scale. 

What is the difference between Junior Time Scale, Senior Time Scale, Selection Grade Scale & Super Time Grade Scale KAS categories of KAS officers?
Junior Time Scale is the base category and can be acquired by direct recruitment by Kerala PSC through KAS exam or direct recruitment and transfer by Kerala Government. Rest of the 3 categories can be achieved only by promotion and after serving a minimum period in the role as a KAS officer in respective categories already discussed.

Kerala Administrative Service | KAS Qualification & Method of Appointment

This article is all about qualification and method and appointment for Kerala Administrative Service - KAS. The contents discussed here will be the category of KAS officers, their manner of appointment and the required age limit, educational qualification and medical fitness details. The details are based on The Kerala Civil Service Executive Special Rules published by PARD dated 29.12.17.

The category of KAS officers can be classified as follows
  • KAS Officer (Junior Time Scale)
  1. Steam 1
  2. Stream 2
  3. Stream 3
  • KAS Officer (Senior Time Scale)
  • KAS Officer (Selection Grade Scale)
  • KAS Officer (Super Time Scale)
KAS Officer (Junior Time Scale)

Stream 1

The Manner of appointment - By direct recruitment

Qualification
  • Applicant must have completed 21 years and must not have completed 32 years of age as on 1st January of the year in which application of appointment of KAS is invited. Age relaxation for reservations will be applicable. Age relaxation of 3 years for OBC and 5 years for SC/ST.
  • Must have obtained a Bachelor Degree (including professional course) in any subject from a University recognized by a University established by Government of Kerala or UGC or awarded by National Institutes established by the Government of India.

Stream 2

The Manner of appointment - By direct recruitment (from permanent employees in any Government departments - Employees from PSUs are not included)

Qualification
  • Applicant must have completed 21 years and must not have completed 40 years of age as on 1st January of the year in which application of appointment of KAS is invited. Age relaxation of 3 years for OBC and 5 years for SC/ST.
  • Must have obtained a Bachelor Degree (including professional course) in any subject from a University recognized by a University established by Government of Kerala or UGC or awarded by National Institutes established by the Government of India.
  • Must be a regular employee or an approved probationer in any Government departments and must not be a 1st Gazetted officer in the departments in Schedule 1.
  • Must have been regularised in service in any cadre as per rule 10 (b) in the Kerala State & Subordinate Services Rules 1958 or must have served for a period of not less than two years in a supernumerary post in Government and against whom no major penalty has been imposed or proceedings for major penalty or criminal proceedings in progress.

Stream 3

The manner of appointment - By transfer appointment (from Candidates holding the 1st Gazetted post in Departments in the Schedule 1 and equivalent posts in common categories listed in Schedule 1).

Qualification
  • Applicant must not have completed 50 years of age as on 1st January of the year in which application of appointment of KAS is invited. Age relaxation for reservations will be applicable.
  • Must have obtained a Bachelor Degree (including professional course) in any subject from a University recognized by a University established by Government of Kerala or UGC or awarded by National Institutes established by the Government of India.
  • Applicant must satisfy a Medical Board as his physical fitness and capacity for active outdoor works.
  • Must have satisfactorily completed probation in any cadre in Government or probation has not been declared in the current post even after the period of probation, due to administrative delay but against whom no major penalty has been imposed or proceedings for a major penalty or criminal proceedings in progress.

KAS Officer (Senior Time Scale)

The Manner of appointment - By promotion

Qualification 
  • Applicant must have satisfactorily completed the probation in the post of KAS (Junior Time Scale).
  • Applicant must have completed 8 years in the post of KAS (Junior Time Scale)
KAS Officer (Selection Grade Scale)

The Manner of appointment - By promotion

Qualification 
  • Applicant must have completed 6 years in the post of KAS (Senior Time Scale)
KAS Officer (Super Time Scale)

The Manner of appointment - By promotion

Qualification 
  • Applicant must have completed 8 years in the post of KAS (Selection Grade Scale)
Note: The recruitment to the KAS (Junior Time Scale) from the 3 streams shall be in the proportion of 1:1:1.

Selection to the IAS from Kerala Administrative Service - KAS

Many of you may be searching for an answer to the question, How you will be conferred IAS from KAS? This article will give you the details on selection to the IAS from Kerala Administrative Services (KAS). We have already discussed that Kerala Administrative Service will act as a fast feeder category to Indian Administrative Services in the about KAS page. But there are some terms and conditions apply. The following are the discussion regarding that.

According to Kerala Civil Service special rules published on December 2017, KAS officers only have 2nd priority to be nominated for Indian Administrative Services (IAS). The first consideration will be to the officers who have joined Government services prior to the date of effect of KAS rules and to whom the Kerala Civil Service (Executive) Special rules, 1963 are applicable. This category of employees has the most priority for being nominated for selection to the Indian Administrative Services under the Indian Administrative Service (Appointed by Promotion) Regulations, 1955 in the quota set apart for the State Civil Service (KAS). However, these employees must be subjected to completion of the required experience and they have to satisfy other qualifying conditions laid down for such selection from time to time. This is regardless of whether they have joined the KAS or their rank in the KAS.

Provided that, as on the date of effect of these rules, the vacancy required for those covered under the sub-rule which is mentioned above shall be set apart for their promotion subject to theirs fulfilling  eligibility conditions as applicable on the due date of promotion and the offices of KAS shall be considered under the Indian Administrative Service regulations 1955 to the remaining vacancies only.

The seniority of KAS officers (who has completed 8 years of service in KAS Junior Time Scale Category) will be fixed below the seniority of officers who have joined Government services prior to the date of effect of KAS rules and to whom the Kerala Civil Service (Executive) Special rules, 1963 are applicable.

For such officers in the KAS who have been selected by transfer, the period of service already completed in the first Gazetted Post shall be admissible for meeting the qualifying service prescribed from time to time for selection into the Indian Administrative Service. 

The above rules are giving an opportunity to both KAS and Non-KAS cadre officers to be conferred with IAS which is a welcome sign. This can also bring about a healthy competition among the young KAS officers and the veteran employees in Non-KAS cadre to strive better for their career growth which ultimately leads to the best quality of service they provide to the common man and thus improving the governance.

Salary Scale for Kerala Administrative Service KAS Officer

This article will give you the details of salary scale/ pay scale, grade pay, other allowances & perks for a Kerala Administrative Service officer. The salary scale will vary according to the categories in which officers are posted in. 

The salary scale for Junior Time Scale, Senior Time Scale, Selection Grade Scale and Super Time Grade Scale of the KAS shall be the highest scale of pay allowable for the particular post or job profile under the recruited department. For example, if a Junior Time Scale officer is posted as Assistant Commissioner in Commercial Taxes department, he will be receiving the highest scale of pay for that post. In addition to the scale of pay, they shall be eligible for a KAS grade pay determined by Government from time to time, but which is not less than 10% of the lower end of the pay scale determined as above. The pay, drawn by an officer selected by transfer to the KAS shall be protected at the time of entry into the Junior Time Scale

If such pay that is protected is at the maximum of the scale to which officer is entitled, then such officer shall be entitled to a stagnation increment till the officer's next promotion in the KAS, provided that the pay on subsequent promotion in the KAS to a higher scale shall not be less than the pay in the previous scale arrived at for protecting an officer's pay at the Junior Time Scale.

Educational Qualifications for Kerala Administrative Service KAS

This page is all about educational qualifications required for applying Kerala Administrative Service exam - KAS. According to the latest draft report related to KAS, the educational eligibility for applying for the exam is -
  • Must have obtained a Bachelor Degree (including professional course) in any subject from a University recognized by a University established by Government of Kerala or UGC or awarded by National Institutes established by the Government of India. (Know more>>).
This is a welcome decision for the selection process. In earlier draft reports, candidates who obtained Bachelor degree from private Universities and degree acquired through distance education were not eligible for KAS.
